Voting Statement

Egypt is very pleased with the solutions that are going to be proposed tomorrow at the United Nations Security Council meeting.
Solution 1: We are very pleased with the resolution regarding Israeli-Palestinian peace talks. We are extremely happy that these talks will re start. We believe that these talks are vital in creating peace in the Middle East. As that is our main goal we will support these talks wholeheartedly.
Solution 2: We are very pleased with solution number two. We agree that not only sanctions should be put on Iran but also UN inspectors should be sent to look at their nuclear program. We believe that Iran should feel the consequences for funding Hezbollah, which will be done by the Sanctions. We also believe that Iran could be a huge threat to our people if they were too develop nuclear weapons so we are pleased that UN inspectors will be sent to look at Iran’s nuclear program. We believe that terrorism is a huge problem in the Middle East and by supporting this solution we are one step closer to creating peace in the Middle East.
Solution 3: We are also very pleased with solution number 3. We believe that sanctions on Syria are a necessary thing to do. We will support these sanctions under the idea that Syria is continuing to fund Hezbollah. If Syria stops funding Hezbollah than we will no longer support these sanctions. However terrorism is a very big deal to us and we believe we need to put a stop to it. We believe that this solution is a positive step in creating peace in the Middle East.

The General Assembly,

Reminding nations about the attack on the Incirlik Air Base in Turkey caused by Hezbollah, that the Security Council has pledged to address,

Reaffirming comprehensive sanctions on Syria from the rest of the United Nations to force Syria to stop funding terrorist groups such as Hezbollah, and further the world’s fight against terrorism, to continue the effort against terrorism,

Noting the Agreement that Russia made with the United States, who will be supported by other major NATO members on the Security Council, to at least abstain NATO decisions in exchange for a positive statement about Russian membership into NATO,

Stressing how credible and serious a threat terrorism is, and how important it is that there is proactive action taken,

1. Encourages other nations to make sure that they take proactive action concerning the war on terror;
2. Urges other nations to augment sanctions on Syria unless the funding for Hezbollah stops;
3. Requests all nations with nuclear weapons to continue increasing protection of them, as well as devising innovative tactics to clamp down on terrorism;
4. Calls upon all nations to continue to develop non-nuclear technology to fight terrorism;
5. Stresses the need for cooperation with all nations to work on the war on terror;
6. Requests all nations to vote in favor of strengthening sanctions on Syria to hinder their abilities to fund Hezbollah, and assist the rest of the world in fighting terrorism.

The General Assembly,
Reminding all nations that the United Nations was established with the primary purpose of promoting peace,
Reminding all nations that peace in the Middle East will be greatly advanced by a peaceful resolution between the State of Israel and the Palestinian Authority,
Reaffirming the Resolution 181/1947 of 29 November 1947, which encourages the peaceful partition of Palestine,
Noting with concern that the peace talks between Israel and the Palestinian Authority have been suspended due to the recent attack at Incirlik Air Base,
Recognizing that a peaceful resolution to this conflict is in the interest of all states in the area,
Stressing that the participation and support of many countries would be beneficial for the continuation of the peace process,
1. Encourages member countries to support the continuation of talks between the State of Israel and the Palestinian Authority;
2. Urges member states to use their influence to encourage other member states to support the peace talks;
3. Requests member states to remind Israel and the Palestinian Authority that a peaceful resolution is a highly desired outcome, not just for the negotiating parties, but also for many countries throughout the world;
4. Calls for a Two-State Solution that grants Palestinians autonomy over their own lands;
5. Stresses that any resolution must promote both the security of the State of Israel as well as the well being of the Palestinian people;
6. Urges the Security Council to support and uphold any negotiation that is reached between the State of Israel and the Palestinian Authority;
7. Requests member nations to vote for this resolution in support of continued peace talks.

Egypt and United States Agreement

I am very pleased to announce that today we have come to an agreement with the United States in terms of nuclear weapons. We have come to the decision to not develop nuclear weapons. In return the United States has decided to give Egypt nuclear support when necessary in addition to the military support that is currently being given to Egypt by the United States.

Error in the Russian News Network

We would like to clarify something that was said in the most recent article written by the Russian News Network. In a response to Egypt stating that we are more strongly considering the development of nuclear weapons it was reported that " Some countries within the United Nations, including Russia, claimed this was irresponsible due to the Hezbollah Threat," (RNN 5/16/10). Russia did not discuss nuclear weapons with us at the meeting rather France was the country that discussed nuclear weapons with us. Thank You.

Reaction to White Paper

We would like to start off by saying that we were very pleased that other countries agreed with our statements to continue the peace talks between Israel and Palestinian Officials. We believe this is essential to create peace in the Middle East. On the other hand we were very disappointed by other factors during the meeting. After Saudi Arabia and Egypt were both united in stating that we would not tolerate Syria’s continuous funding of Hezbollah, Syria stated that they will continue to fund them. We can not tolerate this and Saudi Arabia and Egypt are going to have to talk with all of our allies about what our next move will be in order to encourage Syria to stop the funding of Hezbollah. We do not want this issue to resolve in any conflict and would like the issue to be solved diplomatically. As always terrorism is something that Egypt takes very seriously. We were also a little surprised by the reaction France had to Egypt stating that we are more strongly considering developing Nuclear Weapons. First of all I would like to state that in no way have we begun to develop Nuclear Weapons in our country. We have only stated that in light of the recent developments involving Hezbollah we may feel a stronger need to develop these weapons in the future in order to protect our citizens. We were surprised that France did not trust that if these weapons were created we would be able to protect them from terrorists obtaining them. We will be consulting with our allies tomorrow and will come up with more solutions to ultimately lead to peace throughout the Middle East.

White Paper

White Paper on Incirlik Base Explosion by Egypt
President Mubarak and Prime Minister Ahmed Nazif
Executive Summary: Egypt has given a lot of thought for what has unfolded in the after math of the explosion in Incirlik Base. We have come up with solutions regarding United States involvement in the Middle East, Terrorism, Nuclear weapons, and the Israeli and Palestinian peace talks. We stand by the United States involvement in the Middle East and want to continue the Israeli and Palestinian peace talks. We also will continue to take a strong stand against terrorism. In terms of Nuclear weapons we may now feel more of a reason to develop weapons because of recent developments.
Terrorism: We in no way feel that the right thing for Syria to do is fund Hezbollah as we arrested members of Hezbollah only two weeks ago. King Abdul Aziz of Saudi Arabia and Egypt both members of the Arab League, are very concerned about the statements that Syria made. If Syria continues funding Hezbollah we will have to distance ourselves from them. However we do not want to create any reason for a huge war to break out in the Middle East and would like to settle this diplomatically. We have decided to extend our martial law against terrorism for two more years in order to insure the safety of the Egyptian people. We want to make it very clear that Egypt will do everything that we feel is necessary to eliminate terrorism from the Middle East.
Nuclear Weapons: As we recently said we may feel the need to create nuclear weapons. After the recent statements by a Hezbollah official stating that they may feel the need to take nuclear weapons from other countries we are now more than ever considering developing nuclear weapons of our own. We cannot wait until it is to late and Hezbollah takes nuclear weapons before we begin to develop our own. We need to be able to protect our citizens from an attack by Hezbollah or any other terrorist group.
Israel Palestine: As we have done in the past we will continue to support Israeli peace talks. We will not take this attack as a reason to stop the peace talks between Israel and Palestinian officials. Both Egypt and Prime Minister Netanyahu of Israel agree that the peace talks must continue. We believe these talks are essential for creating Peace in the Middle East.
United States Involvement: We will continue to stand by the United States involvement in the Middle East. We stand by the idea that they should keep their missiles at the Incirlik Base. We will be sending military support to Incirlik Base for the time being in order to secure the base. We believe that they will be a key factor in creating peace in the Middle East.
Conclusion: Terrorism is leading to a lot of tension in the Middle East and we feel that it must be dealt with head on. If we can eliminate terrorism from the Middle East stability and peace will be spread throughout the region.

Reaction Paper

Egypt is pleased about what happened yesterday at the Security Council meeting. We still stand by our comment that our main goal has been and always will be to achieve peace in the Middle East. We were happy that no country said that they were going to take immediate actions on a certain country for what transpired. We also will continue to take a strong stand against terrorism. We were a little surprised when our fellow Arab League member Syria admitted to funding the terrorist group Hezbollah. We in no way condone this action and in no way support Syria’s funding of Hezbollah. We believe that terrorism must be eliminated in order to create peace in the Middle East. We also will continue to stand by our comment that Egypt may need to develop Nuclear Weapons in the future. We also do not agree with statements by Iran and Syria blaming the United States for this bombing. As the United States is one of our greatest allies we support them in their efforts to help create peace in the Middle East. We would also like to reiterate that we will continue to support Israeli and Palestinian peace talks in the region. In closing I would just like to say that Egypt is willing to do whatever we feel is necessary to create peace throughout the Middle East.

Crisis Statement

Good Morning my fellow Security Council Members. Our condolences go out to the families of those who have lost loved ones yesterday in Turkey. Our government will be doing further investigation into who is responsible for this explosion but we have a strong belief that the attack is linked to a terrorist organization. It is very doubtful that an attack of this magnitude could have been done with out the support of a major terrorist organization. In no way does Egypt condone terrorist acts. We always have and will continue to fight against terrorism. We do not want to associate any terrorist organization with this attack until we gather more information and are 100 percent sure of who was responsible. Additionally we recommend that no country over react to what happened yesterday and blame a certain country for what transpired because such evidence is not currently available. We also hope that this will not hinder the progress towards peace in the Middle East. While U.S. Mideast peace envoy George Mitchell was pulled out of the West Bank yesterday where he was going to restart the indirect peace talks between Palestinian Authority and Israel, Egypt will continue to help Israel and Palestinian Authority solve their issues and therefore stop the flow of Palestinian refugees into Egypt and create peace in the Middle East. We will make future statements when our government receives more information on this crisis.
